Question 1

Will this RAM work with an  ASRock X99 OC Formula LGA 2011-v3 Intel X99 motherboard?  I would think so, but I am not sure about that.  The NewEgg specs page for the X99 board says the memory standard includes DDR4 3400+(OC). The ASRock website only lists G.Skill RAM up to 2800.

One can't say for certain it will work unless it's on the manufacturer QVL for RAM component. That is a risk you take.

I can say I bought this for my Asus X99-Pro USB3.1 and the RAM is not on the QVL. It works perfectly fine, but took quite a bit of patience for tuning and overclocking. I was able to get it OCCT stable at 3200mhz. Beyond 3200mhz, I just don't have the time or patience to get it to manufacturer rated speeds of 3400. I can hit 3400 but its not OCCT stable. That said, it's still the best priced ram for performance, even if you can't get the overclock to the rated speeds. I would say give it a try if the memory timings and voltage are near or exact of other brands (speed, voltage and timings are same as other manufacturers that are on the motherboard QVL).

Also, yes, the Asrock X99 OC Formula will support 3400mhz ram, it's known as overclocking. This kit is not for the average builder as it has not appeared on many QVLs for motherboards. Definitely do some googling with your desired build before you pull the trigger.
