Mobile environment performance dips when multitasking on high-end desktop builds

I’ve been tweaking my current setup (RTX 4080 / Ryzen 9) to act as a more efficient hub for cross-platform testing, but I’ve hit a weird bottleneck that doesn’t seem to be hardware-limited. I’m hoping someone here might have some insight into how Windows handles resource priority for mobile environments.

I spend a lot of time on mobile-desktop bridges, and while I was talking through some lag issues with the guys over at the arceus emaultor community, I noticed that my frame rates in-game are inconsistent despite my CPU and GPU usage staying well below 40%. It’s like the system isn’t “handing over” enough resources to the executor thread when other background apps like Discord or OBS are open.

Has anyone else noticed that mobile utility tools or scripts tend to trigger Windows’ “efficiency mode” even when the PC is set to High Performance? I’m also seeing some input delay that feels like a polling rate conflict.

I’m trying to figure out if there’s a BIOS setting or a specific virtualization flag I should be toggling to give these mobile environments better thread priority. If you’ve dealt with stabilizing mobile-to-PC workflows without the OS throttling your background tasks, I’d love to hear how you optimized your build for it!

Emulation is typically a single-threaded application, and you’ve thrown a Ryzen 9 at it which has a ton of cores. You’re probably noticing CPU usage below 40% because it’s only maxing out a singular core on your 12+ core CPU.

Zen5 and Arrow Lake have the best IPC and fastest single-core performance on the market right now, so if you’re saying “Ryzen 9” because you’re still on Socket AM4, that’s your answer. Throw a Ryzen 9000 series CPU with 3D Cache or an Ultra 7 270K Plus at your emulation box and you’re golden.

Which Ryzen 9 CPU is it? Check Bios you should enable Above 4G Decoding (often labeled as “Above 4G Memory/Crypto Currency” in BIOS) Make sure PCIe is on 4.0/5.0 or auto Have you tested it with benchmark software? also what’s screen resolution set at?
Here’s example Ryzen 9 7900X & 4080 will have a CPU Bottleneck of about 20% @ 1080p but no bottleneck at 2K or 4K
