Can this be set on alarm and allow for ventilation at the same time?
I need to keep windows open a bit but prevent any access.

Its a pretty basic system.  One side just senses the other.  If you positioned them so that they lined up with the window open then that would be the "rest" state. Then if you closed it, or opened it more it would alarm.  If you wanted it to be closed you'd have to move the sensor  down so that it lined up when the windows was closed.
