can i hook this keyboard to a laptop?

Yes.  As long as the laptop has a USB port which most do you'll be good to go.

Is this compatible with a Mac desktop computer?

now drive long haul for a living.

I have never used a MAC puter, so don't know if it will work or not.

The last light on the extreme top right side next to Num Key and Caps key is always on. How can turn it off?

That last light, with a down arrow and a pad lock, is called the scroll lock. the button for it is in between the alpha keys and the number keys. Above the arrow pad. Top row in between print screen and pause break keys.

Where is this manufactored please?

i'm not sure where it was manufactored, but it was shipped to me from california. I would not recomend this keyboard though. it feels really flimsey.....keys are already faiding, (and I've only had for a couple months). I only got this because I needed a cheap keyboard quickly.

How are back up keys used?

Not exactly sure what your asking, assuming extended keys accessibility;

No  numeric keypad keys for extended or low ASCII. So if you have a password that has num 255 in it, or something like it, it won't be accessible  with this keyboard.
