I need the PC software for this and the website is no more? Can anyone lead me in the right direction please!

The software is called "Jolt Player". I found a site with a google search that seems to have it. But I cannot speak for the authenticity of the site.

That said, the Jolt Duo seems to be a Gigabyte rebrand of some generic Chinese 360 camera. So you should not need the Jolt Player software, if you can find the other software or something else that is compatible. You might find other 360 stitching software like Hugin works (I use Hugin with a Gear 360, but haven't played with it an the Jolt).  You do not need software to get the video files off the camera.

what is the depth rating of the housing? Can I take it scuba diving?

There's nothing in the box suggest any depth rating. Personally, I think it would, could and should be around 20 to 30 ft. It is a sturdy plastic box. I have one that is similar box for a different action camera, that was rated 55ft. Personally, I would place a piece of paper in the box, and bring it down to the depth of your interest, if it remains dry for 10 minutes, then I think you are good to go.

Can I use this camera to upload 360 photos to Google Street View ?

I've tried, it works for me. 
You can upload 360 photos to Google Street View from Android smartphones and from PC. 
Haven't tried w/iPhone tho, gotta check that out.

Where can I download the PC software that allows me to stitch together the 360 videos recorded with the Jolt Duo 360 camera?

That is a good question. I had to look for it but did find it.
The file name is: JOLT_Player_Windows_20160829.msi
I don't remember the site URL but it is a Gigabyte product.
IT comes in a ZIP file so search "JOLT Player Windows.zip"
There is also an iOS app called Jolt 360
