Neither. These fans blow air onto the gpu heatsink from bottom upward. The gpu heatsink fins are parallel to the front and rear panels. So, this channels the air against the motherboard and open space into the surrounding area inside the case. You'll need additional fans to push the hot air inside the case out and/or bring fresh air in.

You could try using a vertical mount near a grill or open side/top panel in an SFF case. Then the fans may pull in some cooler air.

If you are speaking about the AM5 chipset the card 
should work fine but it is a PCI-E 3.0 card I believe so with the
card it will not work at PCI-E 5.0 speed also don't forget or unknowingly that this card needs an eight-pin power connector that most small Dell systems do not have.
