can you turn the fan lights off?

Yes. The way the case is built with the fans, it plugs into a hub that is controlled by a button on the tower. You can cycle through colors/effects and also shut them off.

I would, however, recommend just plugging them into your mobo and controlling the fan lights via a lighting app for full control.

There is not. If you want to "fill out" the front more, you can use two 140mm fans.

If I install an external 5.25 drive, will I still be able to have space for 2 internal 3.5 HDD?

Yes. With 1 5.25" drive, you will be able to mount a 3.5" HDD behind the unused 5.25" bay, and another mounted vertically. Page 8 of the manual for this case details this a bit more.
