Why is there a divide in the border between the 5th port?

As there was a lack of information on this switch, I just assumed it was the output port of the unit and used them as such, I have two units.  I also suspect that the components (the jack ports) come in fixed sizes, gang of four or eight, as well as a single port.  The latter is just an assumption on my part, but I have seen some 16 & 32 port switches by Netgear that had boundaries between four ports on some as well as eight ports on others.

Is this switch a little overkill for a home user i.e. VoIP, NAS printers etc.?

It makes a fine switch even if you never configure it, and is pretty cheap for what you get. I own several and most run this way.

But then one day I need to mirror or throttle a port and this device is up to the challenge.

I have a segmented setup here such that one segment (the 'secure' segment) from a Ubiqiti router feeds the three machines that are used for business, and the other ('unsecure') segment is for the endless IoT devices I have as well as the wireless setup. Neither segment can currently see the other.

Can this switch be set up in such a way that machines from the 'secure' segment can see and talk to the IoT/wireless 'insecure' segment devices, but nothing from the IoT/wireless 'insecure' segment can see or talk to the 'secure' segment?

This switch could be a part of such a solution, but it will not filter packets by itself. That's the job of the firewall/router. I haven't worked with any of Ubiquiti's routers, so I don't know exactly how you'd implement things, but I'll go over some options. Newegg's product page for the Unifi USG, https://www.newegg.com/Product/Product.aspx?Item=0XK-000W-00060, has a picture of how this could work. The USG only has one LAN port to support all of your devices, but with VLANs, you can have all of the traffic use this one port and still be separated from each other. You would use two different VLANs, one for each of your segments. The secure segment is VLAN 10 and the IoT segment is VLAN 20. On the Netgear switch, you would assign VLAN 10 to Port 1 and VLAN 20 to Port 2. Port 5, your uplink port that is connected to the USG router, would be tagged with BOTH VLAN 10 and VLAN 20. The LAN Port on the USG would also be tagged with both VLANs. The machines in VLAN 10, the secure segment, would only be able to communicate with each other and the USG router. The IoT devices in VLAN 20 would only be able to communicate with each other and the router. This would all be done at Layer 2, by MAC address. You could assign the 192.168.10.0/24 network to VLAN 10 and the 192.168.20.0/24 network to VLAN 20. If using DHCP, you'd need a DHCP server on each of the two networks. Then the router could control what traffic is exchanged between the two networks via Layer 3, the IP address. If you were using a router with multiple LAN ports, like the EdgeRouter X, https://www.newegg.com/Product/Product.aspx?Item=0XK-000W-00080, you could just assign one port (eg, eth0) to the secure segment and another port (eg, eth1) to the IoT segment. Then you could do all of the network setup and routing in Layer 3, and wouldn't need VLANs. Then you could use unmanaged switches.
