Can you overclock with this board and an i7 7700k?

Yes but a word of warning do not use the auto overclock it had my processor maxing out at 93 degrees for a 100 mhz overclock. If you're going to overclock set all settings manually.

Can you put intels new Intel Optane M.2 80mm 32GB PCI Express Memory Module MEMPEK1W032GAXT on this board and if so where would i put it?

I'm by no means an expert on motherboards. I did a ton of research to make sure I purchased correct components Link to see compatible memory:I tried to list a page that has links to compatible memory but i was not allowed to paste those in. do a google search find the asrock site search on the Z270 PRO4 then go to support then memoryQVL. should bring up all the supported memory. see the manual to find out how to install. can find the manual online too.

does this board come with a m.2 standoff and screw?

Yup, used it to install my Samsung 850 Evo 250GB M.2 SSD.

I'm a bit worried about clearance between my full length 10.5" graphics card in the PCIe 2 slot and the aluminum heatsink next to the PCIe 2 and 4 slots. Has anyone had a problem with this?

I did not have any issues fitting my full sized 1070 into any of the PCIe slots. Nothing on the board was touched let alone was in the way.

Does the Intel Optane Technology work with the Kaby Lake Pentium CPUs?

To my knowledge yes, as long as the cpu is kaby lake. However, optane is kind of a gimmick. They are just trying to catch up with Samsung M.2 Pro speeds/memory

Does this board have the same open cmos jumper as the asrock z170 pro4S?

Nothe sure about the old board but this one is just 3 pins in a line with clear for first 2 and normal for last 2
