Question 1

Would this be an upgrade over my Fios G3100 router? I have turned off the wifi and use two tp link eap225's as access points for wifi. I am getting the fios g3100 free (no monthly rental charge)

Probably not.  The G3100 is a tri-band Wi-Fi 6 router, which allows 2 5GHz bands and 1 2.4Ghz bands.  This is only a dual-band (so 1 of each), which means that you have less available bandwidth for your devices than the G3100.

That being said - your configuration isn't taking advantage of the three bands anyway, since you're limiting yourself by having dual-band access points.  If range makes this necessary, that may be the way to go - but to speed things up for wifi, you'd need to upgrade the access points (which are still running 802.11ac rather than 802.11ax (Wi-Fi 6)).  That also may or may not be necessary or helpful depending on what devices you're using (many client devices don't support Wi-fi 6 anyway, and unless you have a lot of devices in the house, you might not be saturating your 5GHz band anyway).

TL;DR - the G3100 has better specs than this router, but that's a moot point if you're not using your router's WiFi anyway.

What is the purpose of the USB port on the back of the router? Can you attach a portable hard drive and use it as network storage?

I have not used this router for that purpose but do have a Linksys router that is a few years old and have my entire DVD and Blu ray catalog on an external hard drive connected to the router.  I can watch them any time from anywhere. I would expect this to work the same.

According to the TP-Link website this supports WPA3 but it's not listed on NewEgg as supporting it.   Does this support WPA3?

Not on my unit I purchased which I was expecting it.... However I did seen on TP-Link fourm that a customer service rep stated a firmware update is forthcoming that will add WPA3. Makes sense because that is one of the only companies that has a Wi-Fi 6/Bluetooth 5.0 PCIe Adapter (AX3000) that supports WPA3. So I am just waiting for firmware update.
