Are these drives externally A.C. powered?

Yes, there is an AC adapter and cord that plugs into it.  Only the smaller external drives using 2.5" disk drives can run off the USB connection alone. the 3.5 disks in these need more power.

Input voltage is 100-240 vac, 50-60 Hz. You will have to supply your own plug adapter.

Yes you can, if your router has a USB slot for storage sharing. Pretty nifty for sharing files on a home network.

Does it work with Macs, tablets, iPhones, and windows 10, at the same time, or does it has to be reformatted for either one?

In short, yes, you would probably have to format the drive to exfat,  but it should work on most (if not all) systems.
In the long answer, again I would format to eXfat, but I would only do 7.5tb and partition the rest as unallocated,  this would allow you later on to format that section of the drive for an odd or restrictive device,(such as Apple products and thier storage format system) without affecting the rest of the data already stored on the drive. You would need a computer to read it and transfer it later to the 7.5 partition but that will cover 95% of all cases

Is it possible, and if so how difficult is it, to configure this 8gb hard drive into a 4gb mirrored raid array?

Not possible - this is a single 8tb drive. You need at least two drives for RAID.

does this hard drive ever go into sleep mode?

I have experienced the drive spinning back up after a period of time when it was connected but not being used,if that's what you mean.
