Yes, it is backward compatible with PCI 3.0 ... However (unrelated), I had to sell my RX 6400 because the sound kept cutting out randomly (HDMI connection to my TV). Many people are complaining of this issue. Allegedly, AMD fixed this problem with their April 2024 driver release. I can't confirm that since I don't have this card anymore. I bought an nVidia GT 1030 to replace the RX 6400 and now everything works perfectly.
