does this converter allow installing 2- ssd drives into an apple powerbook laptop that currently has one ssd drive installed?

No it's designed convert 2 laptop drives to a standard 3.5 desktop Hard drive size.

Will this work in a Dell 780 SFF? The Dell carrier has a fan in it and I just want to make sure the adapter doesn't interfere with the fan.

It's the exact same size as a hard drive, so if you can fit a normal hard drive in there, then you should be good to go.

Can I use this in a floppy drive bay?

It will fit only if the chassis was designed for a 3.5" bay internally. Some chassis, for space saving reasons do not have enough space to accommodate a converter of this size.
