Yes it is. The lower price is because it is made for an OEM application. It works just fine in any 3.5 inch hard drive bay.

Is the Seagate software required or can the bios be configured to see the drive?  If the software is required how can an OS be installed?

I'm not sure what the Seagate software is that you are referring to as nothing is included with the drive (unless you get a retail boxed one). You can either install an OS or use it as a secondary drive without any additional software.

This bare drive is for a new build. Does a new case usually have the mounting hardware?

Most cases these days come with the hardware, as most hard drives are mounted with a quick disconnect rubber grommet. I believe all you will get with a bare hard drive is the drive itself. It may have the screws attached, but they might not be necessary with the newer cases. I would check your new case and if it is set up for easy pop-off you should have received at least four of the screws. In any case, check and buy what you need after you purchase the hard drive, which won't have the bigger rubber screw in grommets.

I installed mine to a new rig a few days ago. I downloaded a large file from Unreal Engine to it which was 38gb. I later decided to delete that file. As it was deleting my HDD started making a thumping noise. It has only done this with the large load, for several minutes. Is this a sign that my product is defective?

Hard to day whether it is truly defective, but a "thumping noise" from a standard HD is generally not a good thing. However, you might be misinterpreting normal mechanical sounds as problems, so unless the HD is not performing normal functioning as it should I would simply monitor it to check that it continues functioning properly.

Will this fit in a PS4?

It is a standard sized desktop hard drive in height worth and depth.  I don't know if PS4 needs the smaller laptop form factor or not, but if it does this won't fit.

Size and price. There have been times in the past when Seagate drives had a LOT of bad drives, but for the last couple of years, they seemed to have fixed the problem. I have purchased several lately with satisfaction. SIZE and PRICE!! Great value.
