can i connect the TRIPP LITE B021-000-19 1U Rackmount Console with 19" LCD to 10 computers the same time?

Not directly, you'll need to invest in an appropriate KVM switch first. this is console, but still needs a switch to connect to multiple devices. Personally, I liked raritan unit which offers an IP interface as well.

Would this work in a 2 post rack?

Not very well. because a 2 post rack is used on center mount equipment this would extend too far past its center of balance and put a large amount of stress on the console and the 2 post rack. Also, the console is made to be mounted on the back.
