I bought the N2070WF2-8GD.  This is a LOUD card under load.   How loud is this one under load?  Load, I mean like playing a game like WoW or FFXIV at the highest settings.

i've had this card for a few months now. the most demanding game i've subjected it to thus far is red dead two on close to ultra settings. i average between 70-100 fps and the card is dead quiet. i've not heard a moment of coil wine and even when the three fans get going, they're no louder than any of my other case fans (which are noctua and i can find the exact models if necessary - but they're also quiet). the majority of games i play (street fighter v, rust, halo: master chief collection, etc) often don't even require the fans to turn on. granted, i live in a generally cooler climate and have a reasonably decent airflow setup. i was apprehensive about this card for a while because of several reviews i read that complained of similar models being loud. in the months that i've used and loved this card, i've not heard a peep out of it.

What wattage PSU does this need? I currently have a 550 PSU and am looking to upgrade to this card but would like to know if i need a better/higher PSU?

It's TDP is 215 watts so it would depend on what other components you have and what power they pull and remember over locking will pull more power than the advertised TDP.

Go to the website PCpartpicker and enter all your components and see what the recommended PSU it says to use but this will be based on TDP specs so again if you over clock it will require much more I'd add up to 100 watts to the TDP of the GPU and CPU if you overclock to have a safe buffer.

can i customize the color output im trying to do an RGB build to match the rest of my pc?

It can be controlled via EVGA's software but be aware that there can be conflicts between competing lighting systems. E.G. I have Corsair Vengeance RAM controlled by iCUE but EVGA's software will attempt to take control of that as well.

There is no information on this for this card but I'd say it's most likely Samsung is the manufacturer as Nvidia switched from Micron to Samsung DDR6 in November 2018.
