Will a i7 3770k OC to 4.7 be a bottleneck for this card ?

For gaming or for GPGPU work? For gaming, it will depend on the game and one of the newer, gaming-focused cards will provide better gaming performance than a Titan Black. The 3770k processor is a good CPU, so I suspect it will be fine for the majority of games.

For GPGPU work, the PCI Express bus speed will be more of a limitation than the CPU. If your 3770k's motherboard is PCI Express 3, you'll be fine. Even 2.0 can be OK if you're doing mostly matrix-matrix multiplication vs something that does fewer operations per memory access.

Hope that helps some. With the release of the 980 and the Titan X, the Titan Black's primary use is for double-precision GPGPU work. The 980 will provide around the same gaming performance and the Titan X will provide better gaming performance, but both provide nowhere near the double-precision math performance.

I've had motherboard problems that I believe are unrelated to your question.  Box is in the shop at the present time.  When it returns I will be more able to answer your question.  I have a support video card.  It is one I have had through several rebuilds and I don't remember the name.  Like I say, when the box returns I will have a name for you.
