Question 1

Does this keyboard work with a computer? I bought my son a different keyboard, but it worked only on smart phones and tablets.

Yes.  It has a small (very small) USB dongle that plugs into any available USB port on his computer.  If he's running Windows 7 or newer, the keyboard will automatically be recognized.  And it works great.  Though you didn't ask, this keyboard WILL NOT work with most smartphones nor tablets, just PCs (and I presume Macs, though I don't own any Macs).

Question 2

Is there a option to turn off the touch pad? I can't see the keyboard clearly enough.

I've not seen an option to turn the touchpad off entirely. The only option I was able to find is to turn off tap-to-click. The pad is oversensitive so that's a good option to have.

Logitech makes nice hardware with not so great software unfortunately.

Question 3

Is this TRULY the K400, with the Volume Down/Volume Up/Mute buttons at the top, or the K400R with the Media/Home/Lock PC buttons at the top?

I've been shopping everywhere trying to get the original K400 with the Volume Control keys, and everyone seems to have a picture of the K400 and then ships me a K400R.

Just received mine, and it is the K400R with Media/Home/Lock PC buttons along the top. Volume Up/Down/Mute are in place of F10-F12 on the function button row. The function buttons themselves are accessed by holding down 'Fn'.

if i buy 2 of these keyboards for seperate computers in seperate rooms will they interfere with each other?

I have several wireless Logitech devices in the same room. Wireless keyboards, mice etc. on two computers. While I don't have two of the exact same models, I've never had an interference issue. I do have two k400 keyboards in separate rooms running with no issues as well.

Question 5

Does anyone know if this keyboard will work with Chrome OS?

The computer recognizes it as it is booting.  That is, the OS does not need to be running for the computer to regognize the keyboard.  Specifically, the keyboard is able to access bios settings etc.  Seems to me it's a matter of the computer not OS recognizing the keyboard.  By the way, I am very happy with the keyboard.

CAN YOU USE THE FUNCTION KEYS SUCH AS F12 AND THE PAGE DOWN KEYS WITHOUT HAVING TO HOLD DOWN THE "FN" BUTTON ?

Yes.  It's a great keyboard!  I've had it for almost 2 years and it's still going strong.  Battery life is very good too -- I rarely turn it off.

Can I use this keyboard on a Toshiba Smart TV?

Not sure. My guess would be more than likely not. Though the drivers for this keyboard have been incredibly universal from what I have tested. I have used it on Windows 7, Ubuntu, and other Linux Distros without the need to fiddle with drivers at all, which is pretty good compared to most other wireless keyboards. IF, and I mean IF there was a standard keyboard like this that would work with a Toshiba TV out of the box, it might be this one.
