Does it come with the usb cable to bring the dongle closer?

Mine came with a cable but you can order one for just a few bucks to be sure and return it if it does

is it refubrishe looks like new or like used one?

I think it will vary on the one you get. I bought one for my son and it was flawless, like new. But I've bought a samsung soundbar before and it had some "character" touches on it, nothing major, but it worked just fine.
