I am currently using this cooler on an LGA1700 Intel setup, on an Asus Z790A PRO motherboard, and I can say it works great, and I have had no difficulties at all with heat related issues. I had even bought one for a friend, and he hasn't disowned me! One thing to keep in mind, is that it is big in size, and I use a full tower setup, which it fits ok, but not a lot of extra room. The performance is keeping my system working well, without interruptions from heat related problems. I wouldn't think it would be any issue for an LGA2011, since it is simply cooling the CPU, and it's rated for that style CPU. I used a different paste than the one that comes with it, but that's just my preference, you can use the stock paste, or your own choice, but this cooler does the job well.

Can the cooler/fan be seated any direction? Or will the fan always be closer to memory slots (right of CPU bed)?

You can mount fan on either side. However, you get better cooling when the fan is pushing the air instead of pulling.

Yup.  Mine's on it now.  Seems like anything ARGB can plug into any controller, the controller itself is what needs to be compatible.
