does this chip come with a stock cooler?

It does come with a stock cooler. This chip is extremely powerful. The stock cooler should be replace or at least change the thermal grease on it. Intel with the haswell chips, put a really cheap thermal grease under the chip's heat sync.  Since this happened and unless you know how to take it apart do what I said earlier and replace the stock cooler or thermal grease. Saying that I really do love this processor.

Yes it includes a standard intel heatsink and fan with thermal paste pre applied.

Yes it does. Though it comes with a stock cooler, its plenty for regular use and runs about 46 Celsius. If you plan on using it to over clock it or for gaming i'd suggest on upgrading from the stock cooler.

Yes. Chances are, you're looking at the 4670K because you want to overclock, otherwise you're looking for the regular 4670. If the prior is true, you don't want the stock heatsink. Any of the Cooler Master 212 series HSF will work great.

Yes but buy a hyper 212 evo to replace the stock cooler if you plan to over clock. Stock fan makes cpu run hot

Yes it does and I would recommend a different one since the stock one is hard to know if you have it locked down correct. I had to replace the stock fan since one of the clips did not engage correctly and once you have them locked down you can not take loose without breaking the lock clips.

You will need thermalpaste if you buy an aftermarket fan or waterblock.  The fan that comes with it is decent but not good if your unlocking or overclocking the K series.  If you plan to use stock frequencies, and plan to use the stock fan, it does have a thermal ceramic pad on the fan's cooling plate permanently affixed.  So with the stock fan you wont need thermal paste.

Is the included fan sufficient for cooling if you don't plan on overclocking?

it would be kind of silly for a processor manufacturer with a long history in the field (such as Intel, in this case) to provide incompatible hardware in the same box.  The fan is no-frills, pretty plain and bulky (with the heat sink/radiator) and not the quietest, but it should be sufficient for image non-discriminate, low-key users.

My i5 has been cooled with a Thermaltake Water 3.0 system since day 1, along with 5 case fans (one on the other side of the motherboard, so two fans draw heat from the processor), so i have had zero problems with keeping the system cool.

Can this computer efficiently run World of Warcraft?

This is not a computer it is merely the processor for a computer. If you meant to ask will this processor handle World of Warcraft the answer is yes, this processor will easily handle World of Warcraft.

Is a heat sink/ fan included?

Yes it comes with HS/Fan BUT ...  the items included are marginal and most system builders would recommend using an aftermarket HS/Fan.  Since you selected an unlocked CPU, if you plan to do maximum overclocking, look at a quality liquid cooling system like Swiftech or the premium Corsairs.  My strategy was to use the air cooled solution and see how far I can OC it without distress.  Still early-build but elected CoolerMaster hyper 212 Evo air cooling solution for about $30.
I selected this CPU & Cooler, motherboard ASUS ROG Hero VI 1150, 16GB G Skill ripjaws @ 1866, Samsung 840 EVO 128G, and will add HDD later.  Spent a lot of time looking.  Beware Haswell 4th gen is finicky about DRAM and Power supplies.  I selected a 750W PC Power and Cooling Gen III Silencer, but there are many other choices.  Make sure the DRAM is certified for Z87 mobo chipset and the PS is recommended for Haswell/4th gen.  More of the power function has been moved off mobo and onto chip.  GL
