Could you recommend a motherboard that wouldn't interfere with the first ramstlot?

The tower cooler doesn't interfere with any of my RAM Slots. Yes it's tight, but I have removed and inserted RAM modules with the CPU Tower cooler installed with no problems. If this is still a concern, You could just get the the 120mm tower cooler from Noctua which is a little bit smaller. For reference, I have the MSI X399 Gaming Pro Carbon AC.

will this be enough to cool the theadripper 1950x @3.8 Ghz on all sixteen cores?

This will work fine for a 1950x. The cooler is only part of the cooling equation. with proper case air flow, this will work great. heat sink plate is properly sized for the cpu and with proper installation and proper application of thermal past again it will cool a 1950x just fine. Now if you want to overclock, a small 5% would work if you have proper airflow though case. I know this because I use this cooler and I overclock to test the capabilities of my build.

this will not fit a 3950X, this is for Threadripper CPUs which are much bigger chips physically

Does this *include* the hardware needed for mounting for Threadripper CPU (to ASRock x399 Fatal1ty mobo)? Or do I also need to purchase https://www.newegg.com/Product/Product.aspx?Item=9SIAADY5BC5870 ? Sorry if this is a dumb question. I originally purchased/installed a Cooler Master MasterLiquid 240 and had my build stalled because they had not yet started including the TR4 mounting bracket. The MasterLiquid is already making all sorts of weird, intermittent noise and I'm going to RMA it and move on to something reliable.

No, the cooler includes everything for Threadripper. Easy to install. With an ambient temp of approx 20 degrees celsius I get 22/23 degrees at idle and low 50 degrees stress testing at stock clocks (measures 179 watts with HWMonitor). Mine is installed in an Asrock Taichi. Clears the VRM heat sink easily and can be adjusted to clear the top PCI slot. Check the Noctua site for motherboard compatibility (under the servces tab I think). I think this cooler can also handle an overclock according to a couple of youtube postings and the Noctua site.
