Question 1

I want to put this on my PC to quiet the fan noises, but I'm not sure that my use would work. What I want to do is to put some sort of low density foam in front of the fan itself low absorb the noise. Will this product stop the air from going through it completely?

Yes.  It's not as porous as you would like, and would definitely restrict airflow.   This is meant to be put on solid flat surfaces only (case panels). I would recommend buying quieter fans if you're looking to lower the noise from them.   Some fans come with a rubber damper on the side that butts against the case, I would look into those.

Question 2

Can the foam be put UNDERNEATH the motherboard? Will it be a problem?

Yes it will cause problems.  That space under your motherboard allows for the heat to rise out from under it.  If you put it there you will severly limit the heat to escape.  The foam material works best when applied to the inside of the outer panels of the case.  This allows both heat to move out of the case unobstructive and to absorb sound at its best efficency.  If you do not mind the look I also layer it under the computer on whatever it is resting on and on the wall behind the computer.  Since my computer sits on a shelf I also layer it on the bottom of the shelf above my computer.

Question 3

Would this work under a folding machine to help absorb the sound?

I'm not entirely sure what you mean by a "folding machine".  I'm assuming something that makes booklets where the pages are folded and then bound or stapled.

In general, it's good sound dampening material.  I do use some of it under my computer because the power supply has a fan opening that points downward.  The most important thing is that you want to make sure that it doesn't block any vents.  So in my case, I have about 1/2 inch to 3/4 clearance between where the foam is and where the fan opening is.

The computer is on a hard wood surface, so the fan noise was bouncing off of it.  The sound foam helped.

Question 4

My Prius which I like very much except for the noisy cabin. Any solutions?

Sound dampening material would help..... But you would have to really pull the cabin apart and put the material in which does help a lot with reducing the sound in order to help reduce the cabin. For you just wouldn't be able to put the material on the outside because that would look really awkward

Is the material flame retardant?

It is a great product that does the job. It significantly reduced sound from my Lian Li case by installing it on just one side and top, easy to cut and self adhering. Highly recommend.

Question 6

Is the big fan in front mounted with sound absorption, or is it steel on steel?
I need to know if I need those silicone/rubber things.

Honestly not sure as I did not take that fan out and replace it.  I can say however that this is the quietest case I've ever owned (out of 30+) and the build quality is excellent.  Very well made, very solid, well thought out, cable management is very good, even the pre-installed  fans are quite good.  I recommend with no reservations other than price - expensive but worth the money.
