AFAIK, ASUS USB-BT400 USB 2.0 Bluetooth 4.0 Adapter is designed to allow a computer with suitable drivers to become a Bluetooth (BT) device so it can pair with BT devices.

My suggestions are: (1) Buy speakers with built-in BT. 
(2) Buy a different model of USB adapter, such as "USB Bluetooth 3.5mm Stereo Audio Music Receiver Adapter for Speaker Phone". Newegg carries many such devices.

DISCLAIMER: I have not used any of the above devices, but the Overview for the AGPtEK 9SIA0U00RV0851, under "How to use it", shows that the installation is very simple.

Does this work with windows 10 or only 7 and 8?

It works with Windows 10. I upgraded to Windows 10 when it first came out and the drivers weren't available at that time so it gave me a little trouble the first week, but it works 100% now!

Its a low profile bluetooth adapter. It allows bluetooth technology to be used with your computer. Do you have a bluetooth keyboard? Connect it with this. Do you have a bluetooth speaker that you'd like to listen to the audio of your computer on? Connect it via bluetooth with this. Instead of opening your computer and adding a bluetooth card internally, this is used externally.

Check your wireless keyboard BT Connection type. The BT400 (4.0) is backward compatible with Bluetooth 2.0/2.1/3.0. You can find the connection type on the manufacturers webpage and possibly also on the back label of the keyboard as well. Check that and you'll be clear.

I was able to connect my bluetooth headphones to my Win7 laptop with this item last year.

That doesn't guarantee that you will be able to, because there may be compatibility issues with your headset or your PC, but I can tell you that I successfully used this for bluetooth audio on an ASUS laptop with Windows 7.

I also want to point out that after my experience I wouldn't recommend bluetooth as your primary audio source on a computer. I had intermittent connectivity issues that are inherent in bluetooth, my headphones barely had enough battery life to get through a movie, etc. If you need to be wireless, I'd suggest a wireless USB headset. From Newegg, of course.

Highly unlikely. Car stereos that support bluetooth either have the capability built in or are designed for a (usually VERY expensive) module to be added on the back of the in-dash unit. Having purchased the latter, I advise you to find a car stereo and be sure bluetooth is standard.

Yes you can as long as it is capable of receiving  a bluetooth signal. I connect to a Bose SoundLink via bluetooth and I stream music from Pandora.

Will this device connect my LED TV set with other devices such as Android Smart phone, lap-top...?

I don't think so; I think it is just for computers. If you have a USB port on your TV, it is probably just for data in. If you're looking to get audio out, you'd be better off hooking up a bluetooth adapter to the 3.5mm jack or something.

If you're looking to get video/audio into your TV, just buy a Chromecast; that'll work with any wi-fi device.
