I don't know if it is compatible with windows 8.1.  I bought it only for a machine running windowsXP.  You could do a search for this card and windows 8.1 drivers and see what comes up.

I am trying to copy some old vhs tapes onto my PC. How well does this card work? All so, can I capture internet streaming video using this card?

You would probably be better off with a diferent card.  This card does not handle audio at all.  Further, if you are running Windows 7, it seems from other coments that this card just will not work.  I seem to have some success using it on linux, but it's not a simple solution.

As far as capturing streaming video, you'll need to use a software solution and not hardware.
