It works only with apps? (tiles)

No, it runs normal windows 8.1 Home. (Bing just means the machine by default has Bing as its default search, you can change it) Updated it to windows 10 home without any problems. Great little device for small applications, but lack of sufficient ram means even something simple like playing videos in chrome is a bit much for it, though works better in Edge.
