Is this compatible with PS4?

unfortunately it is not. the HTC vive series is a desktop based system with their own software needed for the device which is not supported on the PlayStation platform.

Is the Cosmos usable without a monitor? If not, is the refresh rate separate from the monitor? We had a Windows Mixed Reality headset that wouldn't go to 90Hz, while using our 60Hz monitor.

I honestly cannot answer this since my current monitor is 144hz and I don't have an extra one to test. But that being said, I believe if your screen is 60hz the game itself would not go over 60hz since it is locked to your screen capabilities.
