is os included on a CD disk?

Hi, i just received this email request with this question. Answer is yes...there is a cd . I have not yet need to use it as the current system is working fine. The attached guide does say the cd is for use of recovery purpose only. i am not sure if it could be used any other way, like to install it on another PC when you wanted to upgrade to a better PC.
