Can you turn off the power/disconnect a drive without removing the drive? That is a feature I would love to have so I could switch between drives on boot without touching them.

No, you cannot. There is NO mobile rack on the market (if you don't count a few discontinued models) that lets you do that - even though it is absolutely obvious that there is high demand for this functionality, precisely tor the reasons you mentioned. In a pinch, you can slide the drives out and in - but for that you are better off with the other model, that uses the simple eagle lock.
