Question 1

Is this a drive to store data or could it be used as the primary drive thus bypassing the original driver? Also, could this be used with a laptop &/or a desk top unit?

To clarify, this isn't a drive at all (it has no storage built it). It is an enclosure that would allow you to install a HDD or SSD to use externally with any laptop or desktop with a USB port. If the computer does not have USB 3.0, then the enclosure will not operate at full USB 3.0 speed, but should still be fully functional.

I assume you're wanting to install an operating system on this drive and use it as a primary boot device. Theoretically, you could do this, but it would be unusably slow. OSs require very fast read/write speeds to operate correctly, so using this as a primary boot device is highly inadvisable. External drives are best suited for backup and data storage.

Question 2

I have an Hitachi SATA model:HTS541616J9SA00.  It came out of an HP pavillion DV2500.  A standard SATA cable will not work. Will I be able to plug it into this enclosure?

No, this enclosure is for a standard SATA device.  If your Hitachi drive has a proprietary SATA connection it will not work with this enclosure.
