Does this come with a CPU cooler?

Yes. All Intel boxed processors these days come with the stock cooler. The stock cooler generally runs fine for non-over clocked settings, but you may want to buy an after market cooler for more demanding programs and/or games. With this lower end processor, I find the stock cooler to be more than enough.

FYI - this cooler comes with pre applied thermal paste, so no need to buy additional paste.

Question 2

Does this provide Video to the HDMI motherboard or you have to have a Video Card?

This processor has a built-in graphics processor (Intel HD).  The motherboard passes the processor graphics output to the motherboard video port (HDMI, DVI, or 15 pin VGA).  I am using this processor with XBMC home theater software.  It works quite well.

Is it 64 bit?

Yes, it supports 64-bit instruction set. Review the product specification page on Intel's site by searching for "G1610".

Will this work in the same socket as a G540 Sandy Bridge? If not can you link one that will (cheaper is better, needed for my little brothers youtube machine)?

I not sure if it will it depends on the motherboard but, they are the same socket LGA 1155.  If you want to check look up your motherboard's manual or if you haven't bought your motherboard yet and you're going to use newegg in filters under the motherboard category.  Look for the filter the saids that it support celeron processors, same if you decide to use the G540.

Does ythis card have inegrated graphics, to be used with a motherboard with an onboard video chipset?

Yes. I am using it with dual monitors for an office at 1600x900 display recommended resolution with no lag or distortion. Would The Sims 3 be able to run with the integrated graphics or should this processor be paired with a low end dedicated GPU?

You should be pleased with the graphics performance of this chip. In fact I would recommend it for Sims 3. If frames per second and playing games at maximum resolution matter though, I would pair it with a low end GPU for other games. My advice is to try it without and see how it runs on Sims 3 before purchasing GPU.
