Is this processor compatible with a Intel (OEM dell optiflex 755) motherboard running windows XP?  current processor is intel celeron processor 430

It does not appear to be compatible. Based on my limited research, the OEM board on a Dell Optiplex 755 has socket LGA775, this processor fits socket LGA1150.

I'm going to pair this with an EVGA GTX 760 FTW 4 gb graphics card and 8 gigs of ram @ 1600mhz and an h81 mobo. any opinions on performance? I'm hoping for 1080p gaming around 60 fps, so essentially something to beat current gen gaming systems.

This processor might be a little on the weak side for a graphics card like that. You might experience some restriction problems (often called "bottlenecking"). That is when the CPU is too weak to give the graphics card the ample amount of power that it needs.

Is this processor supports ZOTAC NVIDIA GeForce GT 610 Synergy Edition 2 GB DDR3 Graphics Card??i want to know it's max external graphics card memory & also max ram memory size,i.e 4gb,8gb....etc??

1. Yes it should be compatible with the 610. I wouldn't bother with the 610, it is only slightly more powerful than the graphics built into the processor.  I would get at least a 750 or 750ti.  
2. I dont think the CPU cares how much RAM the external GPU has.   3. Max RAM varies by motherboard, most motherboards support a max of 8GB per slot, so if your motherboard has 2 slots, you will max out at 16GB or if you have 4 slots you will max out at 32GB.

Core i3-4150 Haswell Questions!

I want to build an HTPC/Plex Media Server/DVR system on the cheap(er) for my bedroom.

I was leaning towards an AMD A6 or A8 for the Integrated graphics, but I really prefer Intel over AMD.

I am going with a mini ITX system, so here's my questions.

Q1: How is 1080P streaming video with the HD4600 graphics?

Q2: Can the Intel i3-4150 handle Plex Transcoding to MP4's?

Intel's integrated GPUs are not what they used to be they are quite powerful now days, 1080p video playback is no problem, if you were gaming you may prefer AMDs integrate gpu, by gaming i don't mean web based stuff on facebook
even the older sandy bridge cpu can handle playing a 1080p video and a 720p at the same time (i checked that using my laptop)

not sure what Plex Transcoding is but if you are talking about video encoding any system can do that, only difference is the time it takes, from what i looked up that uses ffmpeg i know that was multi threaded last i checked and used the cpu so unless you are looking at a AMD 8 core CPU the intel CPU would be faster for that, a 6 core vs this may be close and this uses under 1/2 the electricity as the AM3+ 6/8 core CPUs

worst case scenario is you get a nvidia gt 630 or something for better GPU capabilities

I'm considering an Intel i3 processor bit I noticed that if it has an L2 Cache it doesn't come a 64 bit; you can have one but not both; why is that?

What would be better to have; the L2 Cache or 64 bit?

I'm not sure about your question? It looks like you're saying that if the i3 has L2 cache it's not 64 bit capable? Have you looked at the specs on this processor you're asking about? i3-4150?  It has L2 cache and is a 64 bit processor as shown in the specs that I've copied below:

Can this handle world of warcraft 1080p 60+fps in raids? i have a gtx 660 and 4gb ram. i just want a solid upgrade that doesnt cost alot. all i do is play mmos

Yes it can. I regularly play World of Warcraft at 1080p/60 Fps in raids. (I use 4 gigs of ram and a Radeon280x.)

According to intel website the 4150 has HD 4400 graphics but here it says HD 4600, can anyone confirm?

No copper base on the heatsink. No turno boost on this CPU. It is plenty fast as it is.

If i get one with L2 Cache then it isn't available as 64 bit, it is one or the other but not both; why is that?

32bit CPU limits you to around 4gig of total memory, that's all you need to know.
