So does this come with a processor cooler?

Yes, it does come with fan & heatsink, but the one I got with mine is pretty lousy; it makes a low pitched whine when the fan spins at higher speeds, appears to have already been used, and only came with a very small amount of thermal paste applied.

I'm using the one that came with mine and it does ok - keeps cpu temps at about 38-45 degrees celsius at idle, but applied my own thermal paste (arctic silver). The whine gets annoying sometimes.

Is this CPU overclockable? Is it "unlocked"?

If you want a very cheap, over-clockable, and great budget CPU take a look at Intel Pentium G3258 Haswell Dual-Core 3.2GHz LGA 1150 53W BX80646G3258 Desktop Processor, about half the cost of this i3 and can be overclocked, and is a favorite of a lot of budget PC builders.

Is the 4170 worth it compared to the 4160 for price to performance?

Average benchmark difference between the two is 4%, which is not really anything the average user is going to notice. Moving from an i3 to the i5 or i7 series makes a serious difference but like you said it comes down to cost. This would work great for a general use home PC, or even a basic workstation.

Perhaps so, but Windows responds best with at least 8gb. With that said, This processor is quite capable, but with games maxing out the capability of systems, wise money says go with at least 8GB and 16GB for serious gamers. I've heard that some off the newer games will require it.

Will this work with a B85 chipset motherboard right out of the box?

I believe so. It's high end, speed-wise, but not a super mutlitasker. Great for either work or gaming. I installed it on an Asus Sabertooth Z87 mobo and didn't regret it at all. It worked execellent even with DDR3 1333MHz memory and a SSD. A pleasure to install and load all the software with. Ran at about 35 degrees Celsius with just a stock cooler too.

Yes, this chip has the HD 4400 graphics core.  I built a system using the H87 chipset, and it works great for non-gaming applications.

Can this be over locked??

No.  i3 processors cannot be overclocked.  You can overclock the bus but that would overclock the entire system and you may have problems with other components.  Intel processors with a K in the name are unlocked and can be overclocked:2500K, 4790k or similar.
