Will this include a cooler and fan?

Yes, all locked (non-K) versions come with a stock Intel fan/heatsink and some generic thermal paste. All unlocked K Skylakes are shipped without fans/heatsinks because you will need massive airflow or water-cooling in order to over-clock.

The stock coolers are small and pretty generic, as well as the thermal paste packet they come with.

The extra few dollars on arctic silver thermal paste and a cooler with more CFM will allow you to overclock a little through the BCLK settings in BIOS as well as make your CPU last longer.

If you plan on overclocking or upgrading in the future, be sure to buy an 1151 Z-170 chipset mobo.

Question 2

What comes in the box?  Does it include a cooling fan and paste?

It does although I've had better results by replacing the paste with Artic Silver paste. I haven't been able to keep temps under 80C with stock paste on previous Intel chips when I burn it in with Prime95 so I always replace the paste. If you replace the paste, get the two bottles of thermal paste remover and use a 5 dot method of paste application (center + 1/4" from each corner). The 5 dot method is what engineers at Cray use for their super computers.

Question 3

When I select 64-bit support criterion, this cpu doesn't come up! Does this support 64-bit processing, specifically for GIGABYTE GA-Z170N-WIFI mobo?

I have used this CPU specifically with the motherboard you mentioned.  In fact, if you could see my purchase history, you would know I have purchased 11 of these processors (so far).  Having said that, I can say with certainty that it works perfectly fine in 64-bit mode with the Gigabyte GA-170N-WIFI.  Not sure why it isn't listed as 64-bit support... It will be something Newegg will have to fix.  Don't let that hold you up if you are thinking about this CPU.  It is speedy and very reliable for the price-point.  Hope that helps.

Chose a motherboard which has HDMI output, which is most of them with a LGA 1151 socket.  The processor can easily render 1080p.

This one comes with a heatsink.  The i5 and i7 do not.  It is a regular heatsink and fan that look the same as the ones from previous generations.

 Long question here. I am past need to update my old 775 pin Dell XPS-410 MB to newer and hope can do 1151pin CPU and new MB using the large original case and 2 HD's. Case as is large and have upgraded to powerful 750 watt Corsair sportsman PS with built in long cable out system with loads of connections, Old CPU was upgraded to one of first Core 2 Quad CPU or Q-6600 (2.38MB X 4), Upgraded GPU twice and now has Evga 960 2GB DDR5 GPU large size GPU installed and works well considering obsolite MB and CPU. installed Corsair USB WI-Fi set up, Zonar U7 sound system, Original Sound Blaster in MB failed, and case also holds two hard drives in case and I am running USB to a WD 2TB back up drive as Wife's laptop and my long term storage unit. Think unless missing something on I3-6100 CPU looks like should be fine for my old desktop and large case with solid new MB and ram. I use system mostly to end up with several internet apps open at same time (it seems), live music recording and playback, Photo storage of personal pics and videos (just starting to learn this to assist with music recording more),  limited gaming, (I enjoy a bit but am just not good enough to worry about FPS issues and all the third party issues). Picture quality is needed and for now have newer single 25" 1060 60 hertz monitor I bought in rush and failed to see had no HDMI input. So am connected via DVI-D cable from 960 GPU. My question is would this this CPU meet my needs over long period of time running 8.1 Pro 64 bit OS? also would it be wiser to go with DDR3 or DDR4 ram for overall speed and long life. Power is not issue but could heat be? I seem to need overall ability to perform many tasks well over performance of single task near top of current tecnology abilty. Do not have funds for quality refurbed I7 CPU and MB system to remove parts from and upgrade what is left of old Dell.

Well here is the issue: According to the Dell website, the Dell XPS-410 case is a BTX case, meaning you won't be able to fit the conventional ATX motherboards inside this case that you would need to fit this CPU.  In other words, you're going to have to get a new case and motherboard if you want to use a LGA 1151 CPU.  (You "can" modify the BTX case to fit ATX motherboards, but it's a huge hassle.  You'll have to drill holes, use a  dremel or saw to cut other parts off, etc.  Easier just to get a new case.)

To answer the actual question about this CPU, for what you're trying to do (browse internet, music, photo/video storage, even minor gaming), I think it is going to be more than enough.  The only thing that might cause you trouble is the gaming, but you have a GTX 960, and GPU is what will determine how well the game runs more so than your CPU.  Whether to go with DDR3 vs DDR4, is also negligible for what you're trying to do.  Obviously DDR4 is a little bit faster, but for the things you are doing with the computer, again, difference is negligible.  For "future-proof" I would go with DDR4.

If you have not already done so, my suggestion is to get an SSD as that can turn an old/outdated machine into a very usable computer, even with an old CPU.  Even if you decide to update case/motherboard/CPU, you still should get an SSD, so that should really be your first purchase.  After that, if you still want to upgrade CPU to LGA 1151, you need to pick out not just the motherboard, CPU, and RAM, but a new case.

Is this a 65w processor, or a 51w?  Newegg shows it as a 65w, but it shows 51w on Intel's site.

According to the Intel website the Core i3-6100T processor is 35W and the Core i3-6100 processor is 51W. I would trust the manufacturer before the retailer but Newegg usually has very good information. For a 14 W difference use a bit extra power supply wattage to be sure. It is always a good idea to get at least 30% more power than you need anyway to account for future add on devices.

Can I upgrade my laptop from a 330M/350M/307M i3 processor to a 6th gen processor?

No, they are different sockets, those areBGA1288, PGA988 whereas the 6th gen are LGA1151 (the 6th gen are the first generation to use that socket so not backwards compatible with older motherboards.

The main thing is that it is an 1151 processor and that it has a TDP less than 65 Watts (that i3 processor's TDP is 51) so the case design can handle the CPU heat output. The heat-sink that is included with the processer won't work (too tall), but from the pictures it appears that the dh110 comes with its own custom-designed heat-sink with fans that pull air in from the top of the unit to cool the CPU.

Is it overclockable?

This processor CAN be overclocked. Asrock Motherboards can now overclock these non K processors. The BCLK can be changed on these non K CPU's. It is possible to bump up 1ghz to a whopping 4.7ghz. This was not common knowledge when Alejandro wrote his response.
