You can use whatever cooling method that typically works on any CPU.  No consumer CPU requires liquid cooling.  The story changes if you want to overclock at a high level.  Some overclocking can be achieved with a "stock" heat-sink and fan.

do you have to over clock to reach 4.0 GHz speeds or is that just what it is, because is a k but it doesn't say the max speed?

It's already starts at 4.0 GHz.  Most people can max it out to 4.5 GHz but you really need a strong cpu Fan.  I can't remember what Fan I have but I can overclock mine to 4.2 GHz without my pc just shutting down after a reboot.

how does it perform? seems like pretty darn good specs for a i3 right now I'm running a i5 7600k.

It performs great.  I was running an i3-4160, and this is miles ahead.  However, for you, I don't think it would be much improvement.  The CPU mark score for the 8350k is only a little better than your i5.  Plus the required new MB to support 8th gen probably wouldn't be cost effective.  If you're thinking about a new proc, MB, memory etc; I would go with the i5-8700k.  I wish I had spent the extra 130 when I got my i3.

Depends more on the motherboard support, but yes. Works fine for mid-range Crossfire. SLI is for high range GPU.

I agree if you're talking stock 8350 k but the head room is pretty high on this chip and people see 5ghz. So depending on the game and if it scales to multiple cores well will determine if it's right for you. Budget obviously matters too

It will work on H170 IF you are ok doing hardware modifications and willing to create your own custom BIOS for your motherboard. Not sure if the research time and risk are worth it.

All coffee lake cpus only work with LGA 1156-300 series. Which is Z370 motherboards.
