Question 1

A friend wants me to build him an economy computer and the only thing he said was he wants to burn cds or dvds and browse the web.  ok so I'm thinking this chip with a b motherboard with 16 gigs of 3200 memory. I looked at amd but I don't want to buy a graphics card. Can anyone make suggestions for this build?

This is a solid chip, even if he wants to turn it into a gaming rig later on. I would advise you to snag a b365 board, they're ready for 9th gen Intel. Most b360 boards with need a bios update which will require an 8th gen chip, unless on the product page it specifically states that it's 9th gen ready or you go to an actual store and they can update the bios for you. If all he's wanting to do right now is burn cd's/DVD's and web surf, 8gb of ram will be more than enough and don't bother with 3200mhz ram, neither the chip nor the board will be able to go above 2666mhz (only z370/z390 boards support faster ram speeds) if memory serves me correctly. The stock cooler should do just fine as well since he's not really doing anything cpu intensive. Feel free to ask any other questions.

Question 2

How tall is the included heatsink/fan?  (My case has component size limitations).

I had to Order a Smaller fan to fit into a 1u Server case but it will fit into a 2u server case. Mine measures 2" off the top of the board
