No it does not, you would have to get your own dedicated cooler, an AIO would work just fine, if you are more on a budget an air cooler would work to.

Honestly, more information is needed to answer this question.  The motherboard and the CPU together dictate what you can use.  The north bridge chip specifically.  I believe the CPU can do dd4 and dd5, but you need to see what the motherboard you choose can handle.  Here is what this chip can handle
