Can included fan be removed?

Are you referring to the heatsink?  It is not attached to the processor so yes it can be removed.  But you do require some sort of heatsink for this to operate properly.

What does the "S" signify?

The 4440S is a low power CPU, 65W and 2.8GHz . The 4440 is not a low power CPU, 85W and 3.1GHz
