Can this model handle a 64-bit Windows 7?

Yes, you can run any 32 & 64bit operating system you want with any new generation Intel i3, i5 & i7 chip as they are all 64bit processors and can also run in 32bit.

Does this cpu include cooling fan?

Yes it does! But if you're a heavy user on desktop, I suggest buy an industrial cooling fan to cool down the Intel more efficiently. The dimension for the cooling fan should be included in the detail tab.

It does include a stock heatsink and fan, but its definitely not the best in the world as most stock heatsinks and fans aren't. If your not going to be doing anything major that would be putting the CPU under a lot of stress such as Gaming, Decoding, Transcoding than the stock fan and heatsink will be fine but I would definitely recommend upgrading to an aftermarket as soon as possible. If your going to be doing any of those three things I listed above I would definitely recommend upgrading to an aftermarket heatsink and fan from the get go. There are quite a few good ones out there from Phanteks, Thermaltake, Cooler Master, and Noctua just to name a few of the top brands that I've used.

Can I replace an i3 with this if it has the same socket spec.?

It would depend on your motherboard. Z97 and H97 motherboards are compatible with the new Haswell processors. Since the new chips are still LGA1150 sockets, some older boards will still accept them after a BIOS update. Use Intel's "Processor Match" to see if your motherboard will work with this chip.

I have an ASUS P8 Z68 VPRO running an Intel Duel Core i5 CPU.  Is this compatible with this motherboard and is the stock CPU cooler fan also compatible?

No, it's not compatible. Your ASUS motherboard is based on " LGA1155 socket for Intel® Second Generation Core™ i7/ Core™ i5/ Core™ i3 Processors ". In other words, your motherboard and processor are Socket 1155, but this newer Core i5-4590 processor is for only Socket 1150 motherboards. To use a Core i5-4590 you would need a new Socket 1150 motherboard.

Should i buy an aftermarket thermal paste if i will mainly be gaming with this cpu? And will the stock cooler suffice, or should i look at getting an aftermarket one as well?

I have this CPU in a gaming only rig. I used the paste that came on the CPU since I couldn't find my aftermarket paste at the time of my build. I also added an aftermarket water cooler not because I was having heat issues but because I was doing a little overbuilding. I added a Corsair water cooler and have had no problems but, again, this was not because of heat issues.

I have a p8z77-v pro motherboard. will it support an I5-4590 cpu?

To answer your question your MB has a socket LGA 1155

and this prosessor is LGA 1150...I would say no ....if your mb had a LGA 1150.....than I would say yes....all ways see what socket the MB is and 
what the processor will have that will go into a socket of LGA 1150

That prosessor has 1150 pins  will not work in a 1155 socket.....

This does not come with RAM. All that is included is the processor, the heat sink/fan, and some pre-applied thermal paste.
