what does 4770"S" mean?

the 4770 comes with several suffixes which specify different operational specs. The "S" has a max clock frequency of 3.1GHz whereas the no suffix version is 3.4MHz. You can expect slightly lower performance from the "S" part. There is also a difference in max temperature and possibly some other related items. 
The 4770 comes as: 4770K, 4770R, 4770, 4770S, 4770T I believe this is the approximate order of performance (highest to lowest). So the "S" is near the bottom of the 4770 parts but not the slowest one of the family. The actual performance differences are probably minorl in comparison to other processor types. Remember that clock frequency is not necessarily the only measurement of performance. 
If you are interested in performance (who isn't?) you can visit several websites dedicated to performance measuring. You might search for CPU benchmark or CPU comparison as a start. Good luck in your processor search

Question 2

I'm looking to build a barebones laptop, but the specifications are not very exact on the product description. The laptop is an MSI Whitebook MS-16F4, and it specifies an Intel® HSW Intel Core i7/i5 mobile processors (Max. TDP: 47W) (copied from the description). Would this CPU fit in the laptop or would I look specifically for a mobile CPU?

You definitely want to look for a mobile processor. The first thing to look at is the socket type of your processor and your motherboard. If the two don't match, then there's no point in looking any further at one or the other. After that, you can do more research on the individual features and compatibility between the mb & cpu, though if it fits it should work fine. The i7-4770S is a desktop processor. You'll want to Google "4th Generation Intel Core i7 Processors" (with quotes), click the Intel link (should be first), and choose from one of the model numbers. It looks like Newegg definitely at least sells the i7-4900MQ: http://www.newegg.com/Product/Product.aspx?Item=N82E16819116919 ... though you might want to look around for something with a lighter price tag.

Does the processor come with a fan, and if so, what is your opinion of the adequacy of the fan?

Yes it does. It's a standard fan. Nothin flashy. It gets the job done. This is the third processor I've seen installed into a new build and all three are working just great.

I think that all the boxed processors do.  That's what takes up most of the space in the box.

Will this processor work with the Shuttle DS81?

It appears that the DS81 (at least the one sold on Newegg) uses the LGA1150 socket, and the specs say that it supports "Intel 4th generation Core processor", which is what the i7-4770s is, so it should work fine.

I have this processor and it works very well but I'm considering selling it for an Intel Core i5-4690K because its stock clock is 3.5GHz and can be overclocked. But I'm not sure if i should. I have a GTX 980 and I want my games to run flawlessly. Is this CUP at 3.1GHz better than an i5 at 3.5GHz for gaming? Do the extra threads make a difference for gaming?

I would say the Intel would likely push out some more performance if overclocked properly. I can't say that for sure, but also, I have read some interesting articles about DirectX 12 and how FX processors will do much better against Intel counterparts (not so much for other applications though). Threads can always make a difference, but really what it applies to is what matters. The way I see it, both CPU's act like 8-cores, so don't let that affect your decision too much.

I7 does not need a graphics card right? Will this work for driving a TV monitor HDMI through the chipset of a 7 yr old MSI Z97S SLI Krait Edition.
