Does this support DDR3? Maybe I'm blind; but I didn't see anywhere in the specifications where it says if it does or not.

I'm using this CPU with http://www.newegg.com/Product/Product.aspx?Item=N82E16813128702 for my motherboard and http://www.newegg.com/Product/Product.aspx?Item=N82E16820148657 for my ram which is DDR3 SDRAM. No issues to report with them running together.

They are not compatible with each other.  Very similar,  but different sockets.  I just bought that processor and had to get a 1150 mobo as well.

Is this the latest Haswell "Refresh" CPU version?
Intel release was May 11, 2014.

The i7 4790 is (yes - it is a Haswell Refresh) basically a Vanilla Core i7 4770 (not an unlocked "K" Variant) that is bumped up to 3.6GHz (with turbo-burst to 4.0GHz).

The "Real" Haswell Refresh (coming end Sept / beginning Oct) includes new Thermal Packaging (to run at significantly higher speeds and TDPs) in the Devil's Canyon designation and are the K Chips:  Core i7 4790K and Core i5 4690K.   Understand new Z97 MOBOs will appear in that time frame also !

No it will not. You will need one for laptops, normally marked by M for Mobile.

does it come with a cooler?

Comes with heatsink and fan and the thermal paste is already spread onto it. No cooling problems using a standard setup. About a 1000 rpm and 40C with apps open but not much cpu load in Windows 10. Running around 3.8GHz had the fan up to 1200rpm and 55C.

I looked up the Intel 4600 and its benchmarks and wanted something with more power. Would I be able to upgrade my graphics card away from the 4600/Would a higher end video card be compatible with the i7 processor?

Certainly.  I purchased this processor because I wanted to take advantage of the Haswell architecture & the z97 chipset but didn't care about overclocking (i7-4790K).  I currently have it paired with 2 GeForce GTX 580s in SLI & all runs smooth.

I couldn't care less about the integrated Intel 4600 graphics on this CPU because I don't use it.

Unfortunately it will not, you would need LGA 1150 compatibale motherboard.

Absolutely. Have ran Windows 7 (x64), Windows 8.1 (x64), and Windows 10 Technical Preview (x64) since last May with no issues. A great processor to be sure.

I would say that sometimes the silicon lottery can come into play here and one chip can support OC RAM while another chip would not. Also, the amount of RAM can affect this as well.
