Is this OC-able?

No. Normally an X or a K suffix indicates OC. Sometimes you can get lucky with a regular chip.

The S or T after a processor number usually means its for specific use requiring low power for less heat or less noise for an HTPC. To get a good understanding of what each type of chip can do and what its best for, Google "Intel i7-4790s" and then select the Ark Intel listing that comes up. Once you're into ARK you will see links for the entire class of i-7 4th generation chips. Click on that and you can then select to compare the whole family.

Question 2

Does this include heat sink and fan?

Yes; if it is in a box (pictured) it is for retail, which includes the sink and fan.  This is fine if you don't plan on over-clocking the chip.  If you plan on overclocking the chip (making it run faster, and consequently hotter) you will need to purchase an "after-market" sink.  If not, the supplied sink and fan is more than adequate to keep your CPU cool.

Question 3

Could you guys recommend a good gaming motherboard for this product?

It depends on what you are willing to spend and if you plan on upgrade in the future. I would look for an Asus board with 2-3 PCI-e slots at least 4 SATA 3 ports and 4 RAM slots that can support at least 16 GB. A board with these features and by Asus ,or I hear gigabyte isn't half bad, will give you room for a decent gaming rig and room for upgrades when advances are made in gaming software.

Is this better then the 4790K? It's a competition between the i7-4790K Or this It's for gaming/Rendering/3D Modeling/Etc.

The differences are that the 4790S is a lower TDP part 65 watts with a locked multiplier, with a base frequency of 3.2GHz, turbo frequency of 4GHz. The 4790K has an unlocked multiplier, which means easier overclocking and has a TDP of 88 watts with a base frequency of 4GHz and  turbo frequency of 4.4GHz. 
Therefore, the 4790K will eat more power, perform better at stock frequency, and overclock a lot easier.

Question 5

Does this processor have the integrated IP KVM technology (I think it does if it has vPro, and the intel site says this CPU does have vPRO).

I'm wanting to upgrade some headless linux KVM servers for out of band IP/KVM management.

I'm hoping that this CPU in a Shuttle DSXH81 with an Intel 7260 mSATA card will allow me to do out-of-band wireless IP/KVM management on a handful of servers in my lab. Any ideas if this will work?

Every processor has an almost countless collection of abilities and functions that it can perform. You are asking about one single facet that is so narrowly specific that I will be blown away if anyone that has purchased this thing has charted that territory.

I understand that you certainly don't want to unload all kinds of cash just to "find out" whether it does on not.

I'd suggest trying to obtain a data sheet.
