is windows 7 supported?

Depends on what you mean by supported.  I got Windows 7 to run on it and it ran terrible, the processor driver will pop up and say it it not supported.  I upgraded to windows 10 and all the heartache I had with Windows 7 and the processor went away.  So it works but not really supported.

What is the difference vs the 91w version. Which one will OC better?

The 95 w version is locked. Can't realy be oc'd.
The 91 w version is unlocked. Can be oc'd.
I returned the 95. W  version. I purchased, and got a. 91w.
I may not have all the information, but the ones I was looking  at that was the difference.
