Would I have to have a designated video card for this cpu ?

Yes.  Any Intel "F" processor does not have integrated graphics so a discrete graphics card would be required.

Does this come with the cooler?

The Intel Core i7-9700F does come with a stock fan/heatsink; however, you may want to find an aftermarket thermal solution if you plan to use Intel Turbo Boost, otherwise the processor may overheat under heavy load.

does thermal paste come with it ?

There are the typical thermal pads on the stock heatsink. I recommend using an aftermarket cooler or at best remove the pads and use thermal paste.

is it compatible with other mobos or just the intel one?

It is compatible with any  Socket LGA 1151 (300 Series) Motherboard, from any manufacturer as long as the manufacturer's BIOS has it listed in compatibility.  A BIOS upgrade may be required on the motherboard.  You have to do the research, but most - if not all - of the time it will work.
