Will this work in my Dell Diminsion 9150/XPS 400 Desktop Computer?  It currently has an Intel Pentium D CPU 2.8 GHZ Dual Core Processor.  Intel Pentium 4 Socket-T with Dual-Core Support.

No, this is for motherboards that support socket LGA 1155. Socket T is LGA 775.

Personally I would go for the Core2Duo but I like the Core2Quad as well.

What power should be used with the cpu?

I only use 450w or better with my builds, and it works just fine.  but just asking about the cpu really isnt the right question.  you also need to worry about how many drives you have, what video card you are using, and any extra fans/lights/ dodads you have hyped you machine up with.  they all take power, so they need to be considered also.  for a basic machine, with 1 hd, 1 dvd drive, onboard video(basic video) a 450w is fine.
