if by cooling fan you mean heat sink then yes it is included but is bare bones. if your case produces an large amount of heat than I would probably recommend an after-market cooler.

Hello, I purchased HyperX Fury White Series 8GB 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory Model HX316C10FW/8 For the performance. I used the processor in the ASRock B85 Pro4 LGA 1150 Intel B85 HDMI SATA 6Gb/s USB 3.0 ATX Intel Motherboard along with a Kingston SSDNow V300 Series SV300S37A/120G 2.5" 120GB SATA III Internal Solid State Drive for a custom build for a customer and he is very satisfied and at this time has had no issue with the build. I always go with performance over quantity.

Will this chip work in my alienware x51 r2?

Probably, considering those systems ship with an LGA1150 socket. Why you would I don't know, even the baseline chip in those systems (Core i3-4150) is better.

I wanted to know, Is this good for running Steam games like TF2 or GMOD because I'm buying a CyberPowerPC Black Gamer Xtreme GXi1600W Desktop PC and it looks pretty good for newer games but i have to buy another 4GB ram to make it 8G of ram. Is it Good?

It will run TF2 and Gmod as well as even more intensive games like far cry 3 blood dragon and payday 2. Only game I've come across that the cpu could not handle was Gotham City Impostors, oddly. So it should be just fine, but if your planning on using anti-virus, be aware that a cpu usage alert will often appear for games and when it acts up it uses up the majority of your cpu, casing sudden frame drops.

Does this Pentium G3240 chip work with DDR3 1600 (PC-12800) RAM using it on ASRock H81 PRO BTC R2.0 Motherboard use for mining?

Socket 1150 uses ddr3, and that asrock motherboard can use ddr3 1660/1333/ 1066

Ubuntu 14.04 works fine, don't see why 16.04 wouldn't work just as well or better.

Would the graphics be able to run steam games which need over 256 mb of graphics?

I tried to play Amnesia and Minecraft using the integrated video. The video was very laggy even on lowest settings. If you will be doing a lot of heavy gaming, I recommend a dedicated GPU.
