Yep it sure does have onboard video. I am using it to drive a second monitor and it works great! My motherboard has DVI and VGA out. I'm using the VGA for 1080p looks awesome. I'm using a 760 GTX to drive my main 2560x1600 display. Awesome processor for the price.

What is the quality of the fan and applied thermal past ?

It's the standard stock heatsink and fan from Intel. I wouldn't want to try running an overclocked Core i5 or i7 using it, but for a G4560, it will never be an issue. I've used these coolers on basic systems and had them keep ticking for years even when the owners let the inside of the case get filled with dust bunnies.

Will this work with 300 series motherboards ?

No. 300-series boards only work with Coffee Lake CPUs (8th Gen stuff like i7-8700K, i7-8700, i5-8600K, and i5-8400). 200-series boards support Kaby Lake and Skylake processors. The sockets are the same, but the electrical pin-outs are different, so you could fry your mobo and CPU if you put the wrong type of chip into the socket.

2400 is Max supported speed with this chip redardless of D3  or ddr4 but honestly if ur upgrading buy ddr4 and a msi vb-250 pro mobo

It's a 54W processor, so basically any modern power supply should work. You just need the 24-pin connector and either a 4-pin or 8-pin connector for your motherboard (and the motherboard will dictate this, not the processor).
