Will this chip work in a Dell Inspiron 660?

No. Dell Inspiron 660 uses 3rd generation Intel CPU (Ivy Bridge). This is 6th generation (Skylake). They don't even use the same socket. You wouldn't even be able to plug it in without damaging something.

Can this CPU be used in a dual-CPU setup?

No, E3 is single-processor. See "What Do Intel Processor Numbers Mean?" on Intel website.
