my current chipset is "108W" power, this says 140w..... do I need a different power supply?

Hard to say without knowing anything about your current power supply.  And you need to know what other loads you have on the system.

You need to know not only the total power, but the total power used on each of 12V, 5V and 3.3V.  It is not uncommon to run out of 3.3V before running out of total power.

If you can risk downtime, I'd try the current PS.  If downtime is an issue I'd get a bigger PS jsut in case.

You will certainly need a bigger fan.

Does the Intel Xeon E5-1620 v3 come with a heat sink or fan of any kind? Or do I need to purchase a fan/sink separately?

It does not come with a heat-sink or fan. Most applications for this cpu is based on the motherboard and case, mostly being a rack-mount case which require a specific heat-sink/fan that they provide. be sure to check with the motherboard and/or case, it may include one.

Does this CPU support a dual configuration on a dual socket motherboard?

No; the 1600 series Xeon processors are single-socket only.  Only the 2600 series supports a dual-CPU configuration.

According to Intel's website this is a Haswell chip, not Ivy Bridge. Is this actually the v2 product, or is this a mislabeled v3 product?

This is a v3 product (BX80644E51620V3). I have purchased this item and now using it in a 2011 v3 EVGA motherboard. If it was a v2 it would no have fit, v2 is for the old 2011 socket which is ivy bridge.
