Is the Intel Xeon E5-2630 V4 Broadwell-EP 2.2 GHz 10 x a 10 core CPU? I don't see anything but 10x 256k L2?

Will this processor work on E5-2600 ( LGA-2011) v3 motherboards?

Generally yes. Your mobo may need 1 or 2 firmware upgrades first. This was the case with Asus Z10PE-D8 WS mobo; Asus published two firmware upgrades, 1 in December 2015, the 2nd in March 2016, to support V4 chips, and  E5-26xx V4 Xeons were officially supported by April. Not as familiar with what other manufacturers are doing. YMMV.

Will this CPU fit in any LGA 2011 socket, (not even LGA 2011-3)?

According to Intel's web site, a LGA2011-3 socket is required.

Yes. LGA 2011-v3, LGA 2011-3, LGA 2011-r3 all work for that socket.

Can I buy 2 of these processors and use them on a dual-socket motherboard without any compatibility issues?  Do I need to worry about processor matching or stepping codes?

You shouldn't really have issues, since both cpu's are identical, check the server/workstation board processor compatibility documentation usually found on the manufacturers website. as of nov/2016 here is only a single stepping for this particular cpu.
